Scott broke up the Academy's middle-order resistance with a spell of 3-15 and later hit an unbeaten 69 to ease Bournemouth home.
The win took Bournemouth to top spot in the 50-over Pennant table, two points above BAT Sports, who remain on course for the league title itself.
The Academy youngsters were all at sea from the start, tumbling to 42-2 against Matt Mixer (3-18), Nick Reeves (2-17) and Jo Wilson.
Tom Burrows (49) and Mitchell Stokes (47) produced a fifth-wicket rally but, like almost all of their team-mates, hit the ball in the air far too often and were caught off Scott's steady seam.
Adam Voges clung on to four of the nine catches Bournemouth caught as the Young Hawks crumbled to 147 all out.
Although Nick Park (19) perished, Bournemouth cruised home with Scott (69 not out) and Voges (54 not out) completing the formalities.
One-time Bashley (Rydal) prospect Naqeeb Ali Mohammed (3-22) had his former team-mates in trouble at 104-6 (Neil Thurgood 31) before a rescue act sentenced Portsmouth to an eventual defeat.
