The right-hander struck 76 not out off 46 balls (with eight fours and three sixes) to see his team to a dramatic victory with three balls to spare at Tribhuvan University.
Oman posted a challenging total with Zeeshan Siddiqui (42) and Vaibhav Wategaonkar (56 not out) the main contributors in their 142-6.
That score appeared more than enough when Hong Kong were reduced to 74-6 in the reply.
Munir Dar then found a reliable partner in Aizaz Khan for the seventh wicket, who contributed 14 in a stand of 67, before finishing off the match himself with a boundary in the final over.
Irfan Ahmed had earlier been the chief wicket-taker for Hong Kong with 3-20 in his four overs.
There was little doubt who would take the man-of-the-match award, however, with Munir Dar timing the run-chase to perfection.
Hong Kong now face Afghanistan in Sunday's final while Oman take on Nepal in the third-place play-off on Saturday.
All four nations will take part in the ICC World Twenty20 Qualifier in UAE next March.
